CBN - Deployment of Pre-shipment Inspection Agents (PIA) Portal on the Stakeholder Verification Portal
Pre Shipment Inspection (PSI)
In recent years, the rising demand for consumer products in developed countries has forced importers in those countries to seek suppliers in developing countries to satisfy those demands.
As more developing countries enter the global supply chain, importers have to adopt effective quality control measures to avoid low-quality products from subtle, dubious suppliers and manufacturers.
Quality control is crucial for you to avoid losses and reputational damage due to defective products. Exporters and manufacturers also need quality control to comply with regulations set by government agencies and avoid legal issues.
The most important step in the quality control process is pre-shipment inspection (PSI).
Quality assurance: PSI gives you the assurance to receive or proceed with the delivery of the product or products ordered by the importer.
Pre-shipment inspections are an effective way to safeguard your business interests. To enjoy all the benefits of pre-shipment inspection, you can hire an independent third party with expertise in quality control to undertake product inspection. This will guarantee the legitimacy of the inspections.
We all in this business of export of agricultural and finished goods from Nigeria know the problem that lack of this procedure had caused us in the time past. That is why it is heartening that the Central Bank of Nigeria has taken the bull by the horns in executing this.
Central Bank Of Nigeria:
The Central Bank of Nigeria (CBN) has recently deployed a Pre-shipment Inspection Agents Portal (PIA) on the Stakeholder Verification Portal. This means that the Provisional Certificate of Inspections/Clean Certificate of Inspections (PCIs/CCIs) will be auto-generated effective March 1, 2023.
In this regard, please take note of the following:
The processing of Provisional Certificate of Inspections/Clean Certificate of Inspections (PCIs/CCIs) has to be done electronically on the Stakeholder Verification Portal: svp.tradesystem.gov.ng
Exporters are to complete the request for information form under the provisions of the extant regulations via a link generated and sent via email from the Stakeholder Verification Portal
Exporters are to pay the Nigeria Export Supervision Scheme (NESS) levy advised by the Pre-shipment Inspection Agents on the PCIs/CCIs document queue
All e-NXP forms established from March 1, 2023, must have electronic PCIs/ (CCIs)
All e-NXP forms opened before March 1, 2023, for which shipment has not happened or (CCIs) issued, should follow the new process.
Please before login into the portal; make sure that you have your username and password ready with you as there is no provision for creating a new account on the portal.
Why Is Pre-shipment Inspection Important?
Pre-shipment inspection maintains your brand image in front of the regulators and definitely, your clients. PSI inspection helps you in avoiding supply-chain bottlenecks, fines due to regulatory violations and importantly, unsatisfied customers.
Since the regulatory requirements around the world change from region to region, it can get difficult for an organization to keep track of the latest regulations regarding the shipment of their products. Meanwhile, a pre-shipment inspection can greatly help in keeping your shipment in line with the latest regulations.
Here are a few ways pre-shipment inspection greatly benefits your business:
- It helps you avoid any last minute hassles.
- Helps in avoiding expensive reworks and last-minute delays.
- Helps in avoiding fines by fulfilling all regulatory requirements.
- Helps in maintaining your brand image by ensuring the delivery of high-quality products to your clients PSI inspection to avoid misrouting/misplacement of your products.
- PSI inspection avoids misrouting/misplacement of your products.
Our Opinion:
We believe that this is a great step in the right direction taken by the government early in the year; we hope that all parties concerned, especially the exporters will play by the rules so that the essence of this noble policy will be realized.
