UNDERSTANDING THE ROLES OF THE COUNCIL FOR FREIGHT FORWARDING IN NIGERIA
The Council for the Regulation of Freight Forwarding in Nigeria (CRFFN) Act No. 16, 2007 was enacted into law on the 30th of April, 2007. The Council is charged with, amongst other responsibilities, regulating and controlling the practice of Freight Forwarding in Nigeria, and promoting the highest standards of competence, practice and conduct among members of the profession. The vision of the Council is to become Nigeria's leading transport player committed to the development of a modern globally competitive freight forwarding system in Nigeria. The council is dedicated to achieving sustainable economic development in Nigeria through responsible transport initiatives in freight forwarding development and management.
The Council will:
Create efficiencies-Coordinate the activities of practitioners in a way that cleans up the operations, it's members and enables it to serve the public better in an efficient and transparent manner. Fast track the movement of international goods from origin to point of destination.
Bring to fruition the much expected 48 hours cargo clearance, required to reduce the cost of goods and demurrage that importers pay to the terminal operators at the ports, which adds to high price of goods and services in the market.
Vouchsafe the revenue form freight forwarding services accruing to the federal government, which, without exaggeration, accounts for over 50% of Federal Government Revenue source. Thus Freight Forwarding in Nigeria will soon take it's rightful place in international movement of goods.
And;
Will improve public perception and awareness of the duties and responsibilities of freight forwarders.
Will encourage freight forwarders to strive for high levels of career achievement and to gain a broader understanding of the principles of cargo movement in the interest of the public, clients and employees.
Will ensure maintenance of cargo movement statistics, which shall be made available to registered members, government, the public and stakeholders for the purpose of cargo forecast.
Will ensure Council Membership of FIATA (International Freight Trade Association),in Geneva, Switzerland, for the purposes of International exchange program and capacity building.
Develop policies and procedures to ensure the council is able to proactively manage public information and respond to press inquiries and customer satisfaction.
On Status
By virtue of Section 1(i) and 2 (i) particularly (d) - (f), 4 and 5 of CRFFN Act, 2007, the CRFFN is a Statutory Professional Regulatory Agency of Government subject to the objectives and supervision of the appropriate Minister of the Federal Government, in this case, the Minister of Transport. "CRFFN is of a similar status and comparable with other professional regulatory agencies such as the Medical and Dental Practitioners Council of Nigeria and the Pharmacists Council of Nigeria and not with professional associations such as the Nigerian Bar Association, The Nigerian Medical Association or The Pharmaceutical Society of Nigeria" Legal opinion of the Honourable Attorney General of the Federation and Minister of Justice conveyed in a letter Ref. No. HAGF/CRFFN/2011/Vol.1 dated 17th October 2011.
CRFFN is not a private practitioners' regulatory agency.
On Accountability
Section 9 of the CRFFN Act provides as follows:
"The council shall keep proper accounts in respect of each financial year and proper records in relation to those accounts and the Council shall cause the accounts to be audited by a firm of Chartered Accountants approved by the Council and when audited, the accounts shall be submitted to the members of the council for approval by them at a meeting of the council". Council here means "the Governing Council" and not freight forwarders registered by the Countries Council.
On Budget
Section 10 of the CRFFN Act provides as follows:
"The Council shall prepare and submit to the Minister not later than the 31st day of December of the year in which this Act comes into force and of each subsequent year the estimate of its expenditure and income during the next succeeding financial year".
On Conferment of RFF
The title "RFF" shall be conferred on a registered freight forwarder upon taking the oath of Professional Conduct and Ethics at induction and subject to meeting the minimum educational qualifications.
